{"id":266748,"date":"2026-06-05T09:34:09","date_gmt":"2026-06-05T13:34:09","guid":{"rendered":"https:\/\/paju.org\/?p=266748"},"modified":"2026-06-05T09:34:27","modified_gmt":"2026-06-05T13:34:27","slug":"the-bloc-quebecois-comfortable-companions-of-israeli-apartheid","status":"publish","type":"post","link":"https:\/\/paju.org\/fr\/the-bloc-quebecois-comfortable-companions-of-israeli-apartheid\/","title":{"rendered":"The Bloc Qu\u00e9b\u00e9cois: Comfortable Companions of Israeli Apartheid?"},"content":{"rendered":"\n<p>In May of 2017, the Bloc Qu\u00e9b\u00e9cois, led at that moment by <a href=\"https:\/\/en.wikipedia.org\/wiki\/Martine_Ouellet\">Martine Ouellet<\/a> (a former member of the National Assembly of Quebec, 2010-2018) <a href=\"https:\/\/www.cjpme.org\/pr_2017_05_26\">announced its decision<\/a> to introduce a motion in Parliament in support of the recognition of a Palestinian state. The&nbsp; Bloc Qu\u00e9b\u00e9cois announcement was supported by both Canadians for Justice and Peace in the Middle East (CJPME) and Palestinian and Jewish Unity (PAJU). The motion was being put forward on behalf of the Bloc Qu\u00e9b\u00e9cois by Martine Ouellet and Bloc MP Mario Beaulieu.<\/p>\n\n\n\n<p>The Bloc scheduled a press conference for 10:00 a.m. Monday, May 29, 2017 on Parliament Hill, at the Charles-Lynch 130-S, Centre Block. The press conference was attended by members of CJPME and PAJU including CJPME President Thomas Woodley and PAJU Co-President Bruce Katz, both of whom spoke in support of the Bloc Qu\u00e9b\u00e9cois motion. The motion itself was tabled on May 29 by BQ MP Mario Beaulieu on behalf of the party\u2019s leader Martine Ouellet. (I met with Martine Ouellet prior to the press conference. She was forthright in her support for Palestinian rights and Palestinian self-determination and I thanked her for that forthrightness.)<\/p>\n\n\n\n<p>A section of the motion read, \u201c<em>In order to assure the peaceful co-existence between Palestinians and Israelis, we ask that the government officially recognize Palestine as an independent state, in the name of the inalienable right of people\u2019s self-determination<\/em>.\u201d Martine Ouellet <a href=\"https:\/\/thecjn.ca\/news\/bq-wants-independent-palestinian-state-recognized\/\">stated<\/a> that \u201c<em>136 of the 193 United Nations members now recognize Palestinian statehood, among the most recent being Portugal, Iceland and Sweden.<\/em>\u201d Mario Beaulieu criticized Prime Minister Justin Trudeau for continuing the same policy on the Israeli-Palestinian conflict as former prime minister Stephen Harper.\u201d The Quebec National Assembly\u2019s Qu\u00e9bec Solidaire endorsed the BQ motion.<\/p>\n\n\n\n<p><strong><u>The&nbsp; motion in favour of Palestine sows discord among Bloc MPs<\/u><\/strong><\/p>\n\n\n\n<p>What ensued in the weeks following the tabling of the Bloc motion was a rebellion against Martine Ouellet with seven of the ten Bloc Qu\u00e9b\u00e9cois MPs deciding <a href=\"https:\/\/www.cbc.ca\/news\/politics\/new-party-quebec-debout-1.4655698\">to leave the party<\/a>. \u201c<em>The seven members of Parliament who split from the Bloc Qu\u00e9b\u00e9cois have released the name of their new federal party \u2014 Quebec Debout \u2014 and say they no longer believe it&rsquo;s their job to promote Quebec separatism at the federal level<\/em>.\u201d<\/p>\n\n\n\n<p>Bloc MP Rh\u00e9al Fortin (Rivi\u00e8re-du-Nord) stated the following&nbsp;:<\/p>\n\n\n\n<p><em>\u00ab\u00a0We don&rsquo;t believe that our job in Parliament is to promote independence,\u00a0\u00bb he said.<\/em><\/p>\n\n\n\n<p><em>\u00ab\u00a0That&rsquo;s not our mission and that&rsquo;s not what we want to do. We want to work for the Quebec interest. We want to stand up for Quebec.\u00a0\u00bb<\/em><\/p>\n\n\n\n<p><em>The former Bloc Qu\u00e9b\u00e9cois interim leader said that, while the members of the new party caucus still believe&nbsp;in an independent Quebec, he would leave the question of holding another&nbsp;referendum on the matter to the provincial National Assembly.<\/em><\/p>\n\n\n\n<p><em>The party will register the new name with the chief electoral officer next week before launching consultations across Quebec to learn how their constituents want to be represented in Ottawa&nbsp;\u2014&nbsp;and how people will choose between them and their former party.<\/em><\/p>\n\n\n\n<p>The seven MPs who decided to split from the Bloc claimed that Martine Ouellet was \u201cconstantly zeroing in on independence instead of defending&nbsp;Quebec&rsquo;s interests on the federal scene.\u201d They added that they objected to \u201c<em>Martine Ouellet&rsquo;s leadership and her political priorities<\/em>.\u201d<\/p>\n\n\n\n<p>That should be tempered, however, by the fact that certain Bloc Qu\u00e9b\u00e9cois MPs were (and still are) ardent supporters of Israel and <a href=\"https:\/\/www.thecanadafiles.com\/articles\/cmpic\">sat<\/a> (and still sit) on the <a href=\"https:\/\/www.parl.ca\/diplomacy\/en\/groups\/cail\">Canada-Israel Inter-Parliamentary Committee<\/a> (CAIL), committed to promoting Israel\u2019s interests in Canada, notwithstanding the fact that the apartheid regime in Tel Aviv is responsible for a <a href=\"https:\/\/www.btselem.org\/press_releases\/20250728_our_genocide\">genocide<\/a> in Gaza, <a href=\"https:\/\/www.btselem.org\/publications\/202309_the_pogroms_are_working_the_transfer_is_already_happening\">pogroms<\/a> across the occupied Palestinian West Bank, bombing in Syria, in <a href=\"https:\/\/www.nytimes.com\/2026\/05\/28\/world\/middleeast\/israel-strikes-beirut-lebanon.html\">Lebanon<\/a> and bombing in Iran in full <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2026\/03\/un-experts-denounce-aggression-iran-and-lebanon-warn-devastating-regional\">transgression of international law<\/a>. It is to be noted that Rh\u00e9al \u00c9loi Fortin remains a member of the Canada-Israel Inter-Parliamentary Executive Committee. That appears to point to one of the principal reasons for Fortin\u2019s denunciation of Martine Ouellet: her support for Palestine collided with his support for Israel.<\/p>\n\n\n\n<p>Bloc Qu\u00e9b\u00e9cois leader Yves-Fran\u00e7ois&nbsp; Blanchet was the only federal party leader to sit on that same pro-Israel committee, but has since left (subsequent to a damning email which I sent to him earlier in 2026 and to the other 20 Bloc MPs who were also sitting there along with him, most of who have since also left; more on that later in my article). So much for his \u2018selective\u2019 declaration on the principle of the \u2018self-determination of peoples.\u2019<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/www.cbc.ca\/news\/politics\/new-party-quebec-debout-1.4655698\">speech<\/a> in early May of 2018, Martine Ouellette \u201caccused Fortin and the other MPs of spreading \u00ab\u00a0fake news\u00a0\u00bb against her and compromising the party&rsquo;s \u00ab\u00a0internal democracy.\u00a0\u00bb After a resounding <a href=\"https:\/\/www.cbc.ca\/news\/politics\/martine-ouellet-steps-down-1.4690336\">vote of non-confidence<\/a> in her leadership, Ouellet announced that she would be stepping down as leader of the Bloc Qu\u00e9b\u00e9cois on June 11, 2018. \u201c<em>During a 30-minute speech leading up to her resignation announcement, a\u00a0passionate Ouellet blamed the vote on party president\u00a0Mario Beaulieu, accusing the former leader of\u00a0running a\u00a0negative and aggressive campaign against her<\/em>.\u201d Shortly after Martine Ouellet stepped down as leader, Yves-Fran\u00e7ois Blanchet took over as leader of the Bloc Qu\u00e9b\u00e9cois. The seven \u2018rebels\u2019 made \u2018peace\u2019 with the newly \u2018reinvigorated\u2019 pro-Israel Bloc Qu\u00e9b\u00e9cois.<\/p>\n\n\n\n<p>Interestingly, when PAJU held a press conference in Montreal in 2014 to denounce Israel\u2019s murderous attack on Gaza, the only federal MP to appear at our press conference to express his support for our position was Mario Beaulieu. Today, Beaulieu has been pushed into a corner by Blanchet, presumably for his support for the principle of Palestinian self-determination. It would appear that Beaulieu was given an alternative: leave with Ouellet or tow the pro-Israel Bloc Qu\u00e9b\u00e9cois line. Of course, there is no \u2018proof\u2019 of my claim, but there is a certain capacity to \u2018put two-and-two together,\u2019 so to speak.<\/p>\n\n\n\n<p><strong><u>Federal MPs sitting on the Canada-Israel Inter-Parliamentary Committee<\/u><\/strong><\/p>\n\n\n\n<h6 class=\"wp-block-heading\">When I published\u00a0 my <a href=\"https:\/\/www.thecanadafiles.com\/articles\/cmpic\">article<\/a>, entitled \u201c<em>How Canadian MPs in the Canada-Israel Inter-Parliamentary group are at the table of apartheid<\/em>\u201d on June 11, 2020 in <a href=\"https:\/\/www.thecanadafiles.com\/home\">The Canada Files<\/a>, I noted that <em>\u201ca group of Canadian Members of Parliament representing four of the five federal parties sitting in the House of Commons, implicitly, if not explicitly, supporting Israel\u2019s brutal apartheid regime by participating in the Canada Israel Inter-parliamentary Groupwhich functions as little more than an internal pressure group the function of which is to normalize and consequently whitewash Israel\u2019s apartheid regime. Within this group sit 19 members of the Bloc Qu\u00e9b\u00e9cois (of 32 Bloc Qu\u00e9b\u00e9cois MPs sitting in the House of Commons), 18 Conservative MPs, 16 Liberal MPs, 2 New Democrats and 9 Senators.\u201d<\/em><\/h6>\n\n\n\n<p>Subsequent to my sharing the article on lists including some card-carrying members of the Bloc and Parti Qu\u00e9b\u00e9cois, a number of the<em> Bloquistes <\/em>discreetly removed themselves from CAIL. Yves-Fran\u00e7ois Blanchet was not one of those who left,nor was Rh\u00e9al Fortin, thereby confirming once again exactly where they stood on the question of Israel-Palestine. Not only did they not step away from CAIL; they added eighteen more Bloc MPs for a total of twenty-one Bloc MPs sitting comfortably at the table of pro-Israeli <em>hasbara<\/em> (propaganda) subsequent to the election of a Liberal minority government in 2025. Following the results of that election, I went to the CAIL website to check the presence of federal MPs there. Though not at all surprised to see the presence of Bloc MPs there, I was surprised to see that 21 of 22 Bloc Qu\u00e9b\u00e9cois MPs including their leader were on CAIL.<\/p>\n\n\n\n<p>On December 12, 2025 I sent the following email to PAJU service lists with a copy of the email to the Bloc Qu\u00e9b\u00e9cois MPs sitting on CAIL. I listed them in the email as can be seen below in the copy of my December 12 email. Of course, there are still Liberal and Conservative members of CAIL. The Bloc Qu\u00e9b\u00e9cois MPs have since shrunk to just four members of CAIL. They are:<\/p>\n\n\n\n<p>Alexis Brunelle-Duceppe&nbsp; (Lac St-Jean)<\/p>\n\n\n\n<p>Rh\u00e9al \u00c9loi Fortin CAIL Executive Committee (Rivi\u00e8re-du-Nord)<\/p>\n\n\n\n<p>Jean-Denis Garon&nbsp; (Mirabel)<\/p>\n\n\n\n<p>S\u00e9bastien Lemire Bloc <a href=\"https:\/\/www.ourcommons.ca\/Members\/en\/constituencies\/abitibi-temiscamingue(976)\">Abitibi\u2014T\u00e9miscamingue<\/a><\/p>\n\n\n\n<p><strong><u>Guilty conscience or political opportunism?<\/u><\/strong><\/p>\n\n\n\n<p>Seventeen of the twenty-one Bloc MPs who sat on CAIL have mysteriously departed including Yves-Fran\u00e7ois Blanchet. Perhaps the savagery of Israel\u2019s genocidal assault on Gaza, the pogroms in the West Bank, the unlawful attack on Iran and the savage bombing in Lebanon meant that it had gotten \u2018too hot in the kitchen\u2019 so to speak for the Bloquistes. Tacit support for apartheid and genocide had suddenly become \u2018unseemly,\u2019 politically disadvantageous! It changes nothing in terms of the fact that the Liberals, Conservatives and Bloquistes are perfectly comfortable with selling themselves at auction to the highest bidder! Political Jacks-in-the-Box who pop out of their boxes when they deem it politically advantageous and slide discreetly back into their boxes at the first sign of having to stand on principle!<\/p>\n\n\n\n<p><strong><u>Jewish supremacy from the River to the Sea<\/u><\/strong><\/p>\n\n\n\n<p>The eminent Israeli journalist Gideon Levy provides a concise and unequivocal statement on the nature of Zionism. Levy <a href=\"https:\/\/paju.org\/zionism-didnt-go-wrong-it-was-always-built-this-way\/\">writes<\/a>:<\/p>\n\n\n\n<p><em><strong>Zionism, at its base, is the belief in Jewish supremacy between the Jordan River and the Mediterranean Sea, and just like any other ideology that subscribes to racial, national or religious supremacy, it is illegitimate.<\/strong><\/em><\/p>\n\n\n\n<p><em>What Gideon Levy does not add is, that in the Israeli context of Zionism \u2013 which is the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Revisionist_Zionism\">Revisionist Zionism<\/a> of <a href=\"https:\/\/www.britannica.com\/biography\/Vladimir-Jabotinsky\">Vladimir Jabotinsky<\/a> and <a href=\"https:\/\/muslimskeptic.com\/2025\/04\/01\/anti-arabism-father-son\/\">Benzion Netanyahu<\/a> with its vision of a \u2018<a href=\"https:\/\/www.aljazeera.com\/news\/2026\/2\/26\/what-is-greater-israel-and-how-popular-is-it-among-israelis\">Greater Israel\u2019<\/a>\u2013 Zionism means \u2018White Jewish Zionism.\u2019 The Zionist colonial pioneers were white Ashkenazi Jews from Eastern Europe, especially from what had been the Pale of Settlement of the western region of the Russian empire where Jews were forced to live in undesirable conditions. Although The Pale was formally abolished subsequent to the Russian Revolution of 1917, <\/em>before Stalin\u2019s rule, Stalin&rsquo;s totalitarian policies <a href=\"https:\/\/en.wikipedia.org\/wiki\/Pale_of_Settlement\">deeply impacted the former Pale&rsquo;s Jewish population<\/a> through forced cultural homogenization, state institutionalized antisemitism and the Stalin-induced ethnocentric notion of a Jewish \u2018race\u2019 rather than the Jewish religion. This ethnocentrism became the corner-stone of the Zionist Revisionism of Jabotinsky.<\/p>\n\n\n\n<p>In Israel, the Ashkenazi elite dominates the military, politics, academia, and the judiciary. <em>It continues to be the overwhelming presence of the governing military-industrial elite of Israel to the exclusion of other non-European Jews. It is an apartheid system, the discrimination of which oppresses first and foremost Palestinians, but non-White Jews as well, if to a lesser degree.<\/em><\/p>\n\n\n\n<p><em>A case in point is the <a href=\"https:\/\/www.humanium.org\/en\/examining-the-rights-of-ethiopian-jewish-immigrant-children-in-israel\/\">systemic discrimination in Israel<\/a> against the black Ethiopian (Falasha) Jews. <\/em>There are more than 145, 000 Falasha Jews in Israel. Over half of its members live under the poverty line and while they possess Israeli citizenship they remain second-class citizens. \u201c<em>A significant contributing factor to their plight is the Chief Rabbinate\u2019s non-recognition of&nbsp;<\/em><em><a href=\"https:\/\/www.humanium.org\/en\/ethiopia\/\">Ethiopians<\/a>&nbsp;and their children as fully Jewish, leading to systemic discrimination and marginalization.\u201d<\/em> In other words, in Israel, as far as the status of Ethiopian Jews goes, \u201cyou\u2019re Jewish if you\u2019re a white Ashkenazi Jew.\u201d<\/p>\n\n\n\n<p>Discrimination in Israel against the \u2018<em>Mizrahi<\/em>\u2019 Jews (<em><a href=\"https:\/\/www.aljazeera.com\/opinions\/2017\/9\/20\/invention-of-the-mizrahim\">a term invented by the Ashkenazi Zionists<\/a><\/em>) &#8211; Jews from North Africa and the Middle East &#8211; has been a reality since the origins of the State of Israel. The Mizrahi community historically has faced systemic exclusion by the European Ashkenazi establishment that has held power from the outset of Israel\u2019s founding.&nbsp;<\/p>\n\n\n\n<p>The State of Israel has, from its outset, favored a Westernized, European identity. \u201c<em>The Arabic language, North African\/Middle Eastern traditions, and Arabic music of Mizrahi immigrants were treated with contempt and actively suppressed to \u00ab\u00a0indigenize\u00a0\u00bb them into a new Hebrew culture<\/em>.\u201d Again, it is the Israeli Ashkenazi institutional discrimination against non-European, non-White Jews&nbsp; who do not fit into the Ashkenazi bias of a \u2018Western civilization outpost\u2019 promoting Western \u2018values\u2019 among \u2018lesser peoples,\u2019 a replaying of \u2018The White Man\u2019s Burden.\u2019 That is what Benjamin Netanyahu means when he refers to Israel as the <a href=\"https:\/\/www.sandiegouniontribune.com\/2016\/02\/16\/netanyahu-says-israel-protective-wall-of-western-civilization-in-middle-east\/\">\u2018wall\u2019 of Western civilization<\/a> in the Middle East.<\/p>\n\n\n\n<p><strong><u>White Supremacy in Quebec Bad, White Supremacy in Israel Good<\/u><\/strong><\/p>\n\n\n\n<p>It is indisputable that Jewish supremacy in Israel is, in fact,<em> White<\/em> Jewish Supremacy. How ironic is it, then, when Canada\u2019s and Quebec\u2019s political class denounce a recent event in Quebec where right-wing Quebec nationalists carry <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/shawinigan-white-supremacists-9.7218609\">slogans<\/a> stating, \u201c<em>Je me souviens d\u2019un Qu\u00e9bec blanc<\/em>\u201d (I remember a white Quebec). In supporting Israel unconditionally, which is what the political class in Canada and Quebec does (has done since 1947), the same political class supports \u2018White Supremacy in Israel\u2019, yet it decries the same expression in Quebec.<\/p>\n\n\n\n<p>Moreover, I maintain that this same political class \u2013 of which the Bloc Qu\u00e9b\u00e9cois MPs are a perfect example \u2013 is fully aware of the fact that Israel constitutes a bastion of White (Jewish) Supremacy, yet supports that Israeli state and thereby affords it the impunity with which it spreads violence and hatred across the Middle East in full transgression of international law. Juxtapose that to the Bloc Qu\u00e9b\u00e9cois\u2019 ugly hypocrisy, and the hypocrisy and moral turpitude of Mark Carney who pays tribute to the rule-of-law while trampling it when he deems it politically advantageous. Let it be noted as well that the government of Quebec has a <a href=\"https:\/\/electronicintifada.net\/blogs\/ali-abunimah\/quebec-government-embraces-israeli-apartheid\">commercial office in Tel Aviv<\/a> by which the same government that has denounced the \u2018White Quebec\u2019 event in Shawinigan lends commercial support to the fascist apartheid regime in Tel Aviv and its genocide in Gaza.<\/p>\n\n\n\n<p><strong><u>Craven political leaders in Canada and Quebec<\/u><\/strong><\/p>\n\n\n\n<p>There is no real difference between the craven hypocrisy, the self-serving opportunism and unseemly servility of a Mark Carney (like Justin Trudeau before him), a Pierre Poilievre or an Yves-Fran\u00e7ois Blanchet when it comes to bowing before the altar of the Jewish Supremacist State of Israel. Perhaps the greatest hypocrite of all is Yves-Fran\u00e7ois Blanchet who plays at being so much more \u2018moral\u2019 and \u2018progressive\u2019 than his political adversaries in the Liberal (Zionist) and Conservative parties of Canada.<\/p>\n\n\n\n<p>No criticism from any of these feckless political Jacks-in-the-Box regarding Israel\u2019s genocidal attacks on Gaza, in the Palestinian West Bank, in Lebanon or in Iran where, as in Gaza and Lebanon, residential structures, hospitals and schools have been targeted by \u201c<em>the only democracy in the Middle East<\/em>.\u201d No denunciation whatsoever of the <a href=\"https:\/\/www.bmj.com\/content\/392\/bmj.s239\">more than 70, 000 Palestinian civilians murdered<\/a> in Gaza with more than 171,000 injured, <a href=\"https:\/\/www.ictj.org\/latest-news\/nearly-70-gaza-war-dead-are-women-and-children-un-says\">70% of them being Palestinian women and children<\/a>. No reference on the part of these political nullities concerning the murder of <a href=\"https:\/\/www.savethechildren.net\/news\/gaza-20000-children-killed-23-months-war-more-one-child-killed-every-hour\">more than 20, 000 Palestinian children<\/a>, (UNICEF places the number of <a href=\"https:\/\/www.facebook.com\/UNICEF-Canada\/posts\/a-staggering-64000-children-in-gaza-have-been-killed-or-maimed-with-countless-mo\/1211062381068040\/\">Palestinian children who have been killed and maimed at more than 64,000<\/a>), no critique of Israel\u2019s systematic abuse of Palestinian prisoners which the Israeli human rights organization B\u2019Tselem calls a <a href=\"https:\/\/www.btselem.org\/publications\/202408_welcome_to_hell\">systematic torture network<\/a>, no denunciation of <a href=\"https:\/\/euromedmonitor.org\/en\/article\/7022\/%E2%80%9CAnother-genocide-behind-walls%E2%80%9D:-New-report-documents-testimonies-of-rape-and-sexual-violence-in-Israeli-prisons\">systematic sexual abuse in Israeli prisons<\/a>, or of the <a href=\"https:\/\/imeu.org\/resources\/resources\/israeli-incitement-fueling-intolerance-hate-crimes\/369\">multiple calls for genocide<\/a> against Palestinians on the part of Israeli politicians and Israeli media.<\/p>\n\n\n\n<p>What an indolent and ineffectual lot these Canadian-Qu\u00e9b\u00e9cois politicians are! There is one question which begs asking in terms of the more than 64,000 Palestinian children callously murdered and maimed by Israel: <strong>would the political Jacks-in-the-Box that lead Canada have been as callous in their regard of the murder of Palestinian children if the latter were white with blond hair and blue eyes? <\/strong>After all, Palestinian children are brown, not white!
