Netanyahu’s Bankrupt Gaza Strategy<\/h3>\n

\u201cHamas needs to know that we\u00a0will not hesitate to move in<\/a>\u00a0and take all the necessary steps,\u201d Prime Minister Benjamin Netanyahu warned on March 26,\u00a0responding\u00a0to the\u00a0rocket\u00a0fired from Gaza<\/a>\u00a0on March 25 that\u00a0destroyed a home in Mishmeret and injured seven Israelis. In an unmistakable\u00a0reference to the April 9 elections, Netanyahu added, \u201cThis is not connected to anything, to any date, only to the needs of Israel\u2019s security.\u201d \"\"<\/p>\n

Really, sir? \u00a0You want us to believe that there is not an opinion poll on your desk measuring public support for a military ground operation in Gaza? Are you not taking into consideration\u00a0that photos of dozens of soldiers\u2019 funerals and hundreds of thousands of civilians cowering in shelters might cost you your comfortable leather armchair in the Prime Minister\u2019s Office and send you in the direction of\u00a0the defendant\u2019s bench in\u00a0district court?<\/p>\n

Netanyahu promised\u00a0that Israel\u00a0would retaliate \u201cforcefully\u201d<\/a>\u00a0for the rockets fired from Gaza at the Israeli heartland in recent weeks. His\u00a0rival for the premiership in the April 9 elections, Lt. Gen. (res.) Benny Gantz of the Blue and White party, had called for a \u201csignificant\u00a0tough response<\/a>\u201d after the March 14 launch of two rockets toward Tel Aviv.<\/p>\n

What, then, do Netanyahu and Gantz\u00a0propose\u00a0that Israel\u00a0has not done\u00a0to date in its war against Hamas, which already includes\u00a0aerial bombardments of residential neighborhoods, siege, naval blockade, ground incursions, assassinations of Hamas leaders, cash infusions, deadly sniper fire at children, journalists and paramedics.<\/p>\n

The conflict on the Gaza border over the past year has already generated a United\u00a0Nations\u00a0commission of\u00a0inquiry\u00a0that last month recommended that\u00a0the UN\u00a0Office of the High Commissioner for Human Rights\u00a0send the\u00a0material it had\u00a0compiled<\/a>\u00a0to the International Criminal Court in The Hague. Panel members also recommended imposing sanctions on Israelis who fired at protesters who were not involved in any hostile activity toward Israel, including the arrest\u00a0and extradition\u00a0of Israelis suspected of complicity in war crimes.<\/p>\n

A July 2017\u00a0report by the\u00a0UN Conference on Trade and Development\u00a0warned that Gaza\u00a0might not be fit for human habitation by 2020<\/a>, meaning next year. According to data issued this month by the Palestinian Central Bureau of Statistics, unemployment in the coastal enclave\u00a0reached 52% in 2018<\/a>\u00a0\u2014\u00a0an 8% increase since 2017 and a 20% increase since\u00a02007 \u2014 when Israel imposed its siege after Hamas took control of Gaza. When babies in Gaza die of hunger and lack of medicine, Israel will not be able to absolve itself of blame with the familiar excuse\u00a0\u201cBut we pulled out of Gaza.\u201d<\/p>\n

At another point in\u00a0time, in October 2014, a month after the 50-day war with Gaza ended, Amos Harel, military affairs analyst for Haaretz, reported\u00a0the following statement:\u00a0\u201cWe also need to conduct ourselves rationally. We need to permit the opening of the Strip to goods. In the end, there are 1.8 million people there.\u2026\u00a0These people need to live<\/a>.\u201d He was quoting the military chief of staff, one Benny Gantz. One can but hope that Israel\u2019s next government will take Gantz\u2019s recommendations under advisement.<\/p>\n

The latest attacks from Gaza on population centers in the Israeli heartland and the warning sirens that constantly blare in border communities prove\u00a0that Israel\u2019s\u00a0blockade strategy<\/a>\u00a0is bankrupt. Recent protests in Gaza reflect\u00a0residents\u2019 dire economic straits<\/a>, but they are a long way from auguring a popular uprising against the armed Hamas thugs who lord over them. The key lies in the meeting room of Israel\u2019s Security Cabinet.<\/p>\n

The key to hope lies in a diplomatic arrangement ending Israel\u2019s policy of differentiation between Gaza and the West Bank. Perpetuating the occupation of the West Bank and the continued siege of Gaza is creating hotbeds of despair and a recipe for continued violence.<\/p>\n

Any remaining hope\u00a0of President Donald Trump\u2019s \u201cdeal of the century\u201d extricating\u00a0the peace process from the dead end where it\u00a0has stalled during the Netanyahu decade was lost\u00a0when Trump,\u00a0on March 25, signed a proclamation recognizing Israel\u2019s sovereignty over the\u00a0Golan Heights.<\/a><\/p>\n

Could it be that Secretary of State Mike Pompeo did not realize that US recognition of Israel\u2019s unilateral annexation of the\u00a0Golan\u00a0contradicts the most important clause in Israel\u2019s\u00a0peace agreement<\/a>\u00a0with Egypt, whose 40th anniversary fell the day after Trump’s proclamation? Does he not know that this landmark document states repeatedly that UN Security Council\u00a0Resolution 242<\/a>, on Israel\u2019s withdrawal from the territories it occupied in 1967, is the agreed basis \u201cfor peace not only between Egypt and Israel but also between Israel and each of its other Arab neighbors\u201d? That clearly includes Israel\u2019s Syrian and Palestinian neighbors.<\/p>\n

So on the 40th anniversary of the Israeli-Egyptian peace accord, the United States decided to pull the rug out from under this precedent-setting agreement.\u00a0The world will not save Israel from itself. Trump has not missed a single opportunity to strengthen the right-wing settlement movement, so one can assume that as the 2020 elections draw near, he will not do anything that provokes his political base. What about Netanyahu\u2019s base? They will invariably keep chanting \u201cOnly Bibi\u201d all the way to the air raid shelters. In two weeks time, we will know the winner \u2014\u00a0whether hope\u00a0or, heaven forbid, despair.<\/p>\n
