The panel said in a <a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/HRC\/Pages\/NewsDetail.aspx?NewsID=24226&amp;LangID=E\">statement<\/a> that it had found \u201creasonable grounds to believe that Israeli snipers shot at journalists, health workers, children and persons with disabilities, knowing they were clearly recognisable as such\u201d.<img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1884 alignright\" src=\"http:\/\/paju.org\/wp-content\/uploads\/2019\/03\/944-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\"><\/p>\n<p>The Guardian view on the Gaza protests: <u>a new challenge to Israel\u2019s blockade<\/u><\/p>\n<p>Thirty-five of those killed were children, three were clearly identifiable paramedics and two were clearly marked journalists, the report said. <a href=\"https:\/\/www.theguardian.com\/world\/israel\">Israel<\/a> dismissed the report as \u201chostile, mendacious and slanted\u201d.<!--more--><\/p>\n<p>The panel acknowledged some \u201cacts of significant violence\u201d from the demonstrators, who threw stones, Molotov cocktails and, in several cases, explosives at the fence and Israeli troops behind it.<\/p>\n<p>It made clear, however, that such actions did not amount to combat or military campaigns, rejecting an Israeli claim of \u201cterror activities\u201d by Palestinian armed groups. \u201cThe demonstrations were civilian in nature, with clearly stated political aims,\u201d it said. Investigators also said there were reasonable grounds to believe that Israeli troops had killed and injured Palestinians \u201cwho were neither directly participating in hostilities, nor posing an imminent threat.\u201d<\/p>\n<p>They said: \u201c<strong>These serious human rights and humanitarian law violations may constitute war crimes or crimes against humanity<\/strong>.\u201d It made clear, however, that such actions did not amount to combat or military campaigns, rejecting an Israeli claim of \u201cterror activities\u201d by Palestinian armed groups.
